  GENERAL ORDERS NO. 1 1. Under the provisions of Army Regulations 600-68 and upon the recommendation of their Commanding Officer for exemplary. behavior efficiency and fidelity, the following named enlisted men are awarded the Good Conduct Medal. Due to existing regulations, the Good Conduct Medal will not be manufactured until after the war. The ribbon representing the Good Conduct Medal will be worn by the enlisted men when this award has been made.
